Hello there:
We have a machine that was reinstalled w/ XP Pro SP3 (parallel install, not
wiped). Install went okay, but after installing Office '03, Outlook opens w/
error 'The operation failed due to a registry or installation problem...'.
Also, when going to create a new email profile, we get error messages that it
can't access the registry, when we click on the buttons (add emaill account,
etc.) nothing happens. Don't want to wipe the machine completely, is there a
way to reinstall the mail profiles component, and/or all the mail components.
Tried add/remove, no luck.

I tried to add a new profile using the link that you provided below but I get
an error message "There was an error accessing your system registry". To
start with, I needed to perform a 'Restore System' and reload the operating
system (XP) and Office 2003. I did this and everything works fine except for
Outlook. I reinstalled Office 2003 once again and still no luck. I get the
'registry or Installation problem' message when I go under "Tools" and try to
add a new email account. Any ideas?

Is this when trying to use the Mail applet in Control Panel to add the mail
profile?

Have you tried using Detect and Repair? It is under the Help menu in any
Office program.

After 6 years of XP, I reinstalled Windows and Outlook.
Then Outlook / tools / email settings yielded "The operation failed due to registry or installation problems."
These 4 steps brought Outlook to life:
1) Activated Outlook Express, allowing me to send emails.
2) Uninstalled Outlook by Add/remove programs.
3) Reinstalled Outlook.
4) (Cannot recall whether the following was at verizon.net area or Outlook) Clicked on an option to get settings to Outlook from Outlook Express.
