Wow. I have the exact problem. I assume there is a configuration file somewhere that is not being removed when uninstalling but I can't find it. Were you ever able to resolve this?

Here is one way you can solve your problem. After trying to uninstall
outlook from your computer try these steps:
(WARNING: WHEN EDITTING YOUR REGISTRY, MAKE SURE THAT WHAT YOU DELETE OUT OF
IT ONLY PERTAINS TO YOUR EXISTING PROBLEM OR YOU WILL HAVE TO REFORMAT YOUR
COMPUTER)

1: go to "start" > "run" > type in "regedit"
2: click on 'computer" to hi-lite
3: move up to yout toolbar and click on "edit" > "find"
4: type in "outlook" > "find"
5: One your first referrence is found to outlook Delete it then press your
"F3 key". This will move you down to your next point of referrence to
Outlook. Continue on until you see a message that tells you that you
finished searching your registry.
6: close out > reboot> reinstall outlook
